When active the Ebay/Microsoft discount link will show in the sponsored links on bing.com. Just search for items sold on Ebay. Examples: gold coin, gold nugget, us mint proof set, silver, etc.

The promotion was just started in June 2008. So far cashback percentages have ranged from 0-35%. Only items on Ebay purchased through buy it now and paid with Paypal are eligible. The current maximum discount is $200 per item and valid on up to twelve purchases per Ebay account. The maximum discount was changed in mid-August.
